$22,000 1/4 acre lot in Pensacola subdivision (Perdido Bay Country Club Estates)

1/4 acre lot in Perdido Bay Country Club Estates subdivision.
This lot is just off the road with public utilities (Water, Sewer, Electric, natural gas) about 100 feet away.
I have gotten different answers about if this lot is currently buildable.
At one point the building department said that I could pay to extend the road 150 feet, or I could petition the city to extend it, another guy said, because it's so close, I could use the road easement as my driveway extension until its developed and not pay to extend the road.
Call and find out.
This area is very nice.
I also heard that a developer is buying up lots with plans to continue the subdivision.
I have another lot deeper in the subdivision that I'm holding onto for this reason.
